Full-time day baccalaureate students attending any of the
institutions belonging to the
Associated Colleges of the Twin Cities
(ACTC) - Augsburg, Hamline, Macalester,
St. Catherine, and St. Thomas - may
take courses and pursue a major or
minor at any of the five institutions,
provided that they obtain the
permission of their home campus advisor
and follow the policies and procedures
that govern cross-registration. For
clarification of any of these policies,
students should contact the registrar's
office on their home campus.
Policies
Definition of
Terms Used Throughout This Section
- Home
institution – the college or
university where the student is
enrolled and registers
for the majority of his/her
classes.
- Host
institution – the college or
university that allows the student
to enroll in a course by means of
cross-registration.
Full-time day baccalaureate students attending any of the
institutions belonging to the
Associated Colleges of the Twin
Cities (ACTC) – Augsburg, Hamline,
Macalester, St. Catherine and St.
Thomas – may take courses and
pursue a major or minor at any of the
five institutions, provided that they
obtain the permission of their home
campus advisor and follow the
policies and procedures that govern
cross-registration. For clarification
of any of these policies, students
should contact the registrar’s
office on their home campus.
A. Student
Eligibility
Cross-registration
is available to all full-time day baccalaureate students enrolled at
any of the Associated Colleges.
- St.
Thomas students must also be
degree-seeking to be eligible for
cross-registration.
A host institution
may deny cross-registration to a
student from another campus because
of unmet financial obligations or
misconduct.
B. Number of
Courses
Students may take
one course per term on another
campus, provided that the course is
not offered on the home campus.
Students majoring in a joint program
at the University of St. Thomas and
The College of St. Catherine, or in
an approved ACTC joint major or
minor, or in any approved major or
minor on another ACTC campus may
register for more than one course in
the major in a semester with the
approval and signature of their
faculty advisor.
C. Eligible
Courses
Not all courses are
eligible for credit at every ACTC
institution. Students should consult
with the registrar on their home
campus to be sure they will receive
credit for an exchange course on
their transcript.
Independent study
courses/projects must be developed
and taken on the home campus. Requests for exceptions under
unusual circumstances may be addressed to the academic dean on the
student’s home campus.
Augsburg College
students:
Graduation courses (Critical
Thinking, Writing, Speaking, and
Quantitative Reasoning) are expected
to be taken at Augsburg. Some ACTC
courses may apply to liberal arts
perspectives and major or minor
requirements, but approval in advance
of taking a course is necessary to
insure the course chosen will satisfy
a specific requirement. Contact the
Registrar’s Office for further
information.
Hamline
University students:
must complete the disciplinary
breadth requirements (fine arts,
social science, humanities, natural
science) at Hamline. Although these
types of classes may be taken at ACTC
colleges, they cannot be used to
fulfill Hamline’s disciplinary
breadth. For more information about
fulfilling other graduation
requirements at ACTC schools, contact
the CLA Registrar’s or Academic
Advising staff.
Macalester
College students:
Courses taken through the ACTC
exchange for credit towards
graduation should not be assumed to
also meet general distribution or
other graduation requirements. In
particular, the domestic and
international diversity requirements
must be met by approved courses taken
at Macalester.
D. Registration
Process
Students should
submit a completed and signed ACTC
Cross-Registration form to the
Registrar on their home campus before
the registration period ends at their
own institution. Once registration
has been completed,
cross-registrations will be processed
beginning on the first day of class.
An instructor’s signature will be
required and should be obtained on
the first day of class.
E. Drop/Add
Policies
Dropping or adding
an exchange course will be governed
by the drop/add policies of the
student’s home institution. Adding
a class after the host institution’s
deadline has passed will require the
permission of the instructor.
F. Instructional
Policies
Students who
cross-register for a course on
another campus must follow the
practices of the host institution on
such matters as auditing, class
attendance, grading and examinations.
In order to receive a grade, students
must complete all work, including any
assignments missed because of
calendar differences between
institutions. When calendar
differences occur at the beginning of
a term, students are responsible for
attending their exchange course, even
if their own institution is not yet
in session.
To petition for an
exception to these policies, students
must file the appropriate form on the
host campus.
G. Transcripts
The permanent
record of courses for which a student
has cross-registered is kept in the
Office of the Registrar at the
student’s home institution.
H. Financial Aid
Any course for
which a student cross-registers in a
semester is included in his/her
academic course load for purposes of
financial aid. For the definition of
“full-time status” and for
further information regarding
specific institutional policies,
students should contact their
financial aid office at their home
institution.
I. Summer Sessions
Cross-registration
is not available during summer
sessions.
J. Students with
Disabilities
Students with
disabilities should inform the
registrar and the disability advisor
at their home institution if they are
planning to enroll in a course on
another campus. Arrangements for
accommodation will be made through
the disability advisors on the home
and host campuses. ACTC inter-campus buses are handicapped
accessible.
K. Grievances
All grievances
should be resolved on the campus
where the problem arose. If the
problem occurred on the host campus,
the student should contact the
academic dean at the host campus. If
the problem arose on their own
campus, the student should contact
their own academic dean.
L. Discrimination
Issues
Students who are
cross-registered at another
institution and have concerns about
discrimination at the host campus
should follow the procedures on the
host campus. For help in resolving
such issues, students may contact the

M. Harassment
Issues
Students who are
cross-registered at another
institution and have concerns about
harassment at the host institution
should follow procedures on the
host campus. For help in resolving
such issues, students may contact
the designated person on their home
campus listed above.
Registration
Procedures
A. For Courses on
the Home Campus
Registration and
drop/add dates are listed by campus
in the academic calendar. Students
should consult the registrar’s
office on their own campus for
specific registration times,
locations, and procedures. Completion
of registration includes making all
necessary arrangements with the
appropriate offices, including the
business office.
B. For Courses on
Other ACTC Campuses
The following
policies apply to cross-registration
on another ACTC campus:
- Students should
select for cross-registration only
those courses not offered on their
home campus
- Students may
register for one course per term.
- Students majoring
in a shared department at The
College of St. Catherine and the
University of St. Thomas (social
work and theatre) or students
majoring in an approved ACTC joint
major or minor (Women Studies; Middle East Studies) or students
majoring in any approved major on
another campus will be permitted to
take more than one course that
fulfills their major in a semester.
The signature of a faculty advisor
is required.
- Independent study
projects must be taken on the
student’s home campus
Once an exchange
course has been selected on another
campus, the student should:
- Determine whether
all prerequisites have been
completed and whether the course
has any restrictions
- Obtain an ACTC
Cross-Registration Form from the
registrar’s office on the home
campus
- Verify with the
registrar at his/her home
institution that the exchange
course will be accepted for credit
- Fill out the ACTC
Cross-Registration Form completely
- Obtain all
necessary signatures on the form
- Sign and date the
Cross-Registration Form
- Submit all copies
of the form to the registrar on
his/her home campus before the end
of registration at the home
institution.
C. For Interim
Courses (January/Winter)
Separate schedules
listing course offerings and
procedures for registration are
published by each ACTC institution
and are available during fall term at
the office of the registrar on the
home campus.
No additional
financial aid is available for
students participating in extra-cost
January Term/Interim courses except
Stafford Loan (GSL). Students should
contact the financial aid officer at
their home institution regarding
eligibility for non need-based loan
programs and annual loan limits. The
institutions will not advance funds
to cover deposits or other cash
payments prior to the disbursement of
loan checks.
MAJORS
AVAILABLE
Students may major
in an approved program of study at
any consortium college (Augsburg,
Hamline, Macalester, St. Catherine or
St. Thomas), provided that the major
is not offered on their own campus.
Students
contemplating a major on another
campus must discuss their plans with
their academic advisor on their own
campus. In particular, students
should make sure their proposed major
follows the general guidelines laid
down for majors at their home campus
and that they will be able to meet
all other requirements (e.g., general
education or core) at their own
school.
Students should
follow the procedures and meet all
requirements of the host institution
for acceptance into the desired
major. This may involve obtaining a
“Petition to Major” form from the
academic advising office on their own
(home) campus and submitting it to
the registrar or academic advising
office at the other (host) campus.
Acceptance into a
major on another campus may be
subject to some limitations,
particularly related to its
availability.
The following
policy statements provide further
clarification from specific
institutions on majoring at another
consortium college:
Augsburg College:
- Majors not offered
at Augsburg may be taken by
Augsburg College students with the
approval of the other consortium
institutions. Students should
consult the Office of the Registrar
at Augsburg for further
information.
Hamline
University:
- Majors not offered
at Hamline may be taken at any of
the ACTC colleges provided the
student also has an appropriate
liberal arts major at Hamline, and
if the major falls within the
liberal arts tradition. Students
wishing to major at an ACTC college
must submit a Flexible Curriculum
Major Form to the CLA Registrar’s
Office and should consult with
Registrar’s or Academic Advising
staff before doing so.
Macalester
College:
- All Macalester
students must complete a major at
Macalester. Students may complete a
second major at any of the other
associated colleges. A major at
another institution will not be
sufficient to meet graduation
requirements at Macalester,
however, and will not be noted on
the student’s official
transcript. Credit is granted for
individual courses in the following
categories: any liberal arts
course, courses in business
administration, social work and
some courses in nutrition.
The College of St.
Catherine:
- A student at The
College of St. Catherine may major
in any course of study that has
been approved at any consortium
college and is not available as a
major at The College of St.
Catherine. The student must follow
all procedures of the host
institution in order to be accepted
into the appropriate major program.
This may involve taking the “Petition
to Major” Form from St. Catherine’s
academic advising office to the
host ACTC campus or submitting
documents required by that college.
The student should arrange her
program with the academic advising
office to ensure that: 1) the
proposed major program follows the
general guidelines laid down for
major programs at The College of
St. Catherine; and 2) the student
will satisfy all liberal arts core
requirements specified by The
College of St. Catherine.

University of St.
Thomas:
- A student at the
University of St. Thomas may major
in any course of study that has
been approved at any consortium
college, provided that the major is
not available as a major at St.
Thomas. The student must follow
procedures of the other (host)
institution in order to be accepted
into the appropriate major program.
In addition, the student must
obtain the approval of the
Committee on Studies at the
University of St. Thomas for the
program. The Committee on Studies
should verify: 1) that the student’s
proposed program follows the
general guidelines laid down for
major programs at the University of
St. Thomas; and 2) that the student
will satisfy all general
requirements specified by the
University of St. Thomas.

Joint ACTC Majors:
- Students who wish
to enroll in one of the joint major
or minor programs offered through
the Associated Colleges of the Twin
Cities (ACTC) should inquire at the
office of their academic dean for
the name of the faculty advisor for
the major on their home campus.
- A joint major/minor in Women’s Studies and minor
in Middle East Studies are currently available.
